ACA Open Enrollment 2027: Dates, Price Increases and Subsidy Changes

ACA Marketplace open enrollment runs Nov. 1, 2026 to Jan. 15, 2027 in most states. Premiums are rising and subsidy rules changed. Here's what to know.

Open enrollment for 2027 Marketplace health insurance runs from November 1, 2026 to January 15, 2027 in states that use HealthCare.gov, including Florida. Premiums are going up again, some insurers are leaving, and subsidy rules have changed, so don't let your plan renew without comparing.

Some states run their own exchanges with different dates. A few examples: Idaho runs Oct. 15 to Dec. 15, Massachusetts Oct. 23 to Jan. 23, and New York, Illinois, Pennsylvania and D.C. run through Jan. 31. Check your state's site.

Premiums are rising

Insurers asked for a median 15% increase for 2027, according to KFF. In Florida, the average requested increase was about 15%, ranging from under 4% to over 39% depending on the insurer.

The good news: subsidies are tied to the price of a benchmark plan, so when premiums rise, subsidies usually rise too. The full increase hits hardest for people who don't get a subsidy.

Who gets help paying

The extra subsidies from 2021–2025 expired, and the old income cutoff is back. If your household earns more than 400% of the poverty level, you get no subsidy. For 2027 coverage that's about:

Below that line, you'll pay between 2.15% and 10.22% of your income for a benchmark plan, depending on what you earn.

Report income changes. There's no longer a cap on paying back extra subsidy at tax time if your income ends up higher than you estimated.

Insurer changes

KFF counts 11 insurers leaving the Marketplaces for 2027 and 6 entering. Cigna is leaving all 11 of its states. If your insurer is leaving, you'll get a notice, and you'll need to pick a new plan.

Other 2027 changes

  • Immigrants: starting Jan. 1, 2027, most lawfully present non-citizens lose subsidy eligibility. Green card holders remain eligible.
  • Court ruling: a federal court paused several parts of a new 2027 rule in July, including a shorter enrollment window and some income-verification requirements.
  • Auto-renewal: still available for 2027. Starting in 2028, you'll need to verify your information each year or lose your subsidy.
  • HSAs: bronze and catastrophic Marketplace plans now qualify for health savings accounts.
