States can ask for a short-term hardship exception for counties where unemployment is at least 8% or 1.5 times the national rate. A KFF analysis finds 95 to 120 counties could qualify depending on which data CMS uses, with 64 qualifying either way. CMS hasn't said how long the pauses would last, and Indiana, Iowa and Missouri won't apply.
