Cigna is leaving the exchanges in 11 states including Florida, Texas, Georgia and Virginia, affecting about 369,000 people. Molina is shrinking from 14 states to six, and Baylor Scott & White, CareSource, Medica, PacificSource and others are also exiting some markets.
